Also eliminates duplicate 3 Day Select quotes.

Fixed "Residential Delivery". Now COM is calculated correctly.
The shipping codes stored in the database didn't match the ones that the module was checking for, so I fixed them. I hope this works.
This is UPS Choice with the language file included. It took me a quite a wile to find the darn thing, so I thought I'd make it easier for folks to find it. It didn't occur to me until after I'd uploaded the language file by itself, that I should just add it to the 1.8 archive and re-upload that.

UPS Choice is currently missing the Language File, so I'm adding it. Hope that's okay. :o)
Revision based on ups.php 1.52 (geo zones, separate handling charge, module sort order). Eliminates hacks to ignore some errors, as they are better handled now.
Revision required by changes in UPS cgi responses as of today: UPS Ground is just one code GND, 3 Day Select is just one code 3DS, and new error messages are ignored.
