Disable Checkout
for osCommerce Online Merchant v2.2
This is a very simple contribution that allows you to disable checkout from the admin. I am using it for development on a new store, where I want to allow users to browse the products and create an account without being able to submit an order.
This is my first attempt at a contribution; I hope some of you find it useful.

- added code to display text in the header throughout the site to avoid angering customers
- added option to the database to allow changing displayed text.
