Optional telephone number
for osCommerce Online Merchant v2.2

- change mandatory telephone number to optional tel. no.
- if tel no. is inserted, than its lenght is compared as normal, mandatory tel. number. If it is not inserted, nothing happen.
- Functionality in user level, also in Admin area
