Skip checkout_payment.php when goods value is ZERO
for osCommerce Online Merchant v2.2

This modification allows the checkout process to skip the checkout_payment.php screen if the value of the goods is ZERO and the shipping is ZERO.

This is useful, for example, when you want to have orders for free catalogues.
