FIX for error which prevented those up to nearly a year over the min_age from creatiing an account.

Only a small update vor MS2

Updated version that allows the minimum age to be set in admin, and has a better error message.

This little modification add simple age verification system. Check DOB when visitors register account and block account creation if visitor under 18.
Doesn't make real DOB checks, just what visitor enters in appropriate field.
